Enlightenment regarding the internal political situation in Russia is afforded by Professor Eleceff, of Moscow University, who was interviewed on arrival at Christiania. He stated that a representative conference at Moscow decided to organise a National Guard with the object of overthrowing the Bolshevik regime- General Alexieff is organising a great army in the Don district, Thousands are joining, and the Cossacks are supporting him. The movement aims at the formation of a coalition government, the introduction of a republic, and the repudiation of the Russo-German peace. The Bolsheviks' position has become very weak since the peace with the Central Powers. The foregoing facts have hitherto been suppressed in Petrograd. Australian and N.Z. Cable Association. LONDON, Mar. 10. The Petrograd correspondent of the United Press states that the Grand Duke Michael and other officers have been arrested for alleged complicity in a plot to restore the monarchy. The same agency learns that Germany, with the aid of Lenin, is endeavouring to cause an industrial revolution in the United States, France, Italy, and England. The correspondent adds that the Germans proposed to the Bolsheviks that German agents, sailing on Russian ships, be sent to the countries mentioned to act as agitators. The attitude of the Russian Government has not been ascertained.
