Balfour, Secretary of State for Foreign Affairs, announced in the House of Commons that he was ;| :.' in daily telegraphic communication with the Ambassador at Petrograd, 1 who remains at his post, he announced nothing to-day regarding the position at the front nor the progress of the crisis in the capital. \ t \ Sunday's > messages contained M.. Kerensky's proclamation to the kS armies, stating that he remained Prime Minister and Commander-in- ."'} Chief, .having arrived at the head of the troops who remained faithful. v ' .Other despatches declare that the' Maximalists are retreating in dis- ■ ..order before M. Kerensky, and also that the Maximalists at Moscow have been defeated with 700 casualties. ~ ;;i,;. The Daily Chronicle learns that Mr. Ramsay Macdonald on Monday * [• received a telegram from M. Kerensky stating that the Provisional "> ! Government had been re-established. Copenhagen reports that no news came from Petrograd on Monday. This is regarded as a proof $|' that civil, war is in full progress. ■' The Revolutionary Committee of L" < the Workmen and Soldiers' Councils issued an order to Petrograd t';,;, shopkeepers to reopen their businesses on Monday, and also an Ci" i appeal to the workers to abstain from strikes and disorders. It is understood that the Workmen's Council has appointed a sailor ,' Governor-General of Finland and an engine-driver Vice-Governor. ■-
