LAPSE OF AGREEMENT. | Router. ;'•' LONDON, Oct 17.1 The proposed arrangement -| between Britain and Holland under .which. Holland was to import several hundred thousand tons of corn from Britain, the latter in return receiving a certain proportion of foodstuffs from Holland, has apparently broken down. The Dutch Minister . for Agriculture states that the plan for requisitioning ships to bring coal from Britain has been abandoned owing to Germany's inability to guarantee their safety, even if they have distinguishing marks, because they might bo mistaken for submarine traps.
