GERMANY UNDER SIEGE. United Service. PARIS. August 20.

A Japanese officer who participated in the Russo-Japanese war, and has made a long sojourn in France, in an interview given to the newspaper Le Matin, said: " Victory is assured scientifically and mathematically, and has been so since la* middle of 1916. Germany to-day is merely a besieged fortress. The critical period in the military sense has passed, and the only way in which victory could slip from your grasp is that you" should voluntarily abandon it."
