THE NEW PATRIOTISM.
PETROGRAD'S INSTABILITY.
LONDON. July 12. The Daily Chronicle's Petrograd correspondent says the growth <>f the new revolutionary patriotism is the most healthy an.l encouraging feature in the situation. 'Then the All-Russia Congress closed the chairman called for cheers for "our great and ardently-loved country, Russia*" Those were given with enthusiasm. Six weeks earlier this would have been impossible. Anything savouring of patriotio sentiment was scouted in revolutionary circles.
The provincial delegates, acids the correspondent, exerted a modifying influence on the extremist tendencies of the Petrograd delegates. Russia as a whole proved wiser and saner than feverish, turbulent Petrograd. M. Tsertelli proved the real leader of the congress, continually intervening at critical moments, and rallying the congress to the support of the Provisional Government. Before dispersing, the congress elected a large executive which is sitting permanently at Petrograd.
