Addressing the Confederate Veterans, the President said: "This great nation was kept united to be an instrument in God's hands to secure liberty for mankind. The Hearst newspaper, the New York American, says: " When the United States has ordered the register for war, why should not Canada, Australia, and New Zealand and the rest of the British colonies have conscription ? The United States is in the war to protect principles for which Britain and British colonies are fighting. It is Britain's problem to bring conscription throughout the Empire. We hope nothing will be left undone to bring the colonial commonwealths to a realisation of this duty."
