Reports from Holland state that Hem Ratocki, German Food Dictator, informed the Reichstag Committee that it would be necessary to seize all food stocks in Germany. I SOCIALISTS' DEMAND. CONTROL BY THE PEOPLE AMSTERDAM. March 29, The Socialists in the Reichstag have put forward a series of demands, including that the Reichstag shall control the. waking and breaking off of alliances and thi- making of peace or war, and that the Chancellor shall be dismissed, it the Reichstag demand it. They also ask for proportional representation and votes for all men and women at Parliamentary elections, and the abolition of all upper houses.
