RUSSIA PROMISES FINLAND COMPLETE AUTONOMY.
FINNS IN GERMAN ARMY GRANTED AMNESTY. _ CORDIAL RELATIONS WITH SWEDEN INEVITABLE. Australian and N.Z. Cable Association. LONDON, March 28. M. Miliukoff, Russian Minister for Foreign Affairs, announces that the new regime will give Finland complete autonomy and a legal constitution. M. Miliukoff adds that Sweden therefore has nothing to fear from Russia. Nothing can prevent cordial relations being established. The Russian Government announces that an .amnesty has been granted to 3000 young Finns, who, becoming desperate at seeing the country oppressed by Tsarism, entered the German Army. (Received 11 p.m.) PETROGRAD, March 28. In an interview M. Kerenski, Minister for Justice, said he believed the mass of Russians would declare for the republican form of government. He expects the government of Finland will resemble that of the British colonies, and is of opinion that votes for women will be agreed to with little difficulty.
