Australian and N.Z. Cablo Association. WASHING-TON. March 28. The President is considering a scheme of universal military training, but believes the country will not welcome it, and therefore may recommend to Congress the recruitment of the army to 250,000, or of the militia to full strength, or the raising of a volunteer army of 250,000.
