Mr. Frank Siraonds, correspondent of the New York Tribune, has returned from London. Quoting what lie. says are Admiralty figures, he asserts that between February 1 and 15 the British captured 25 submarines. Two surrendered in one day, the crews having killed the officers.

As far as can be ascertained, the Josses through submarines during February were 121 British ships, of 256,632 tons; 10 allied ships, of 15,422 tons; and 50 neutral ships, of 81,143 tens; 'total, 181 ships, of 353,197 tons. The arrivals at, and departures from, United Kingdom ports to February 25 numbered 16,490.

Herr Zimmerman, German Secretary for Foreign Affairs, told an interviewer that the number of submarines had been quantupled. He expected submarines would finish the war by the autumn. . German newspapers arc significantly cautious regarding the submarine campaign. The Cologne newspaper Volks Zeitung says that a complete stoppage of shipping is not to be expected, but a diminution of imports to the allies will'procure peace on Germany's terms. Not starvation, but the allies' realisation that starvation is approaching, will bring a decision. The newspaper says Germany may be forced to send out her fleet.

The Vienna newspaper Fremdenblatt says that the new German submarines have a great radius of action, and a powerful armament. Six-cylinderod 1000-horse power oil engines are used under the sea: instead of batteries, and the submarines can remain below indefinitely. All arc fitted as minelayers. German deserters from Hamburg dockyard say that the latest submarines are 350 ft long, and are armed like small cruisers. They carry 20 torpedoes, and 32 in the crew. Gangs are working day and night turning out submarines and light cruisers of : the„Stadt class. 0
