The Allied Ministers have addressed the Chinese Government, oxpressing sympathy with the attitude China has taken up in regard to Germany, and promising to reconsider favourably the suspension of the Boxer indemnity during the war, and the revision of the tariff in the event of China severing relations with Austria and Germany. China has hitherto hesitated owing to the absence of intimation from the allies that action would be welcomed. I COPENHAGEN, March 4. Messages from Berlin state that Germany, in reply to China's new Note, declares that the blockade measures must bo directed against neutrals, but Chinese passengers will bo spared as far as possible.
