SPEECH BY GENERAL SMUTS.

Aust. and N.Z. Cable. CAPETOWN; Feb. 16.

General Smuts, who has relinquished the command of the British troops in East Africa in order to attend the Imperial War Conference, was given an official reception in the Town Hall. He said: " The action of the South African Union during the war has given it a permanent voice in the disposal of South Africa. While nobody can say what will be the ultimate fate of German East Africa, the Union has the right to be consulted on matters affecting the interests of South Africa. Even more intimate and undeniable is its cannection with German South-west Africa."

General Smuts paid a tribute to British and Indian co-operation in the East African campaign, and to the courage and endurance of the Indian troops.
