SEARCH OF NEUTRAL SHIPS.
THE BRITISH SYSTEM. NO GROUND FOR COMPLAINT. A. and N.Z. Cable. LONDON, Feb. 15. Lord Peel's committee, which inj quired into the bringing of neutral vessels to British ports for search purposes, reports that it has not received any complaints regarding delay from neutral owners. Even in exceptional cases the search rarely exceeds 24 hours, which includes the examining the bills of lading, the preparing of in analysis of the whole cargo, and the telegraphing of the facts to the Admiralty, the Foreign Office, and the Board of Customs. The committee states that tho ruling consideration throughout is a desire to impose as little inconvenience as possible. The committee recommends neutrals to expand their system of agreements. NEW YORK. Feb. 15. It is stated that the British Admiralty has substituted Halifax, Canada, for Kirkwall, as a port of call for neutral ships from America for search purposes.
