NEUTRAL CARGO'RATES. Australian and N.Z. Cable Association. (Received 1 a.m.) LONDON, Feb. 6. The underwriters are initiating new insurance rates for neutral cargoes far below the previous figures for foodstuffs, munitions, and coal." There is no brokerage and no commission. The new rates are 50 per cent, to French Atlantic ports and 70 per cent. to. Mediterranean ports. .
