The American law provided that a child bora of Ameri- <p can parents in a foreign country cocld -f|| elect to remain an American citizen when 511 he was 18 years of age. Appellant had made a declaration to this effect before ;||| the American Consul, and when lie tamed |M| 21 he took the oath of allegiance to >■$$£ America, this constituting him an Ameri- ig| can citizen. |p The chairman said he did not consider. i|| tha board should take upon itself the )kj| obligation 'of deciding a matter which >||| might- call forth a Note from the Amen- y&& can President.
