The correspondent at Rome of the New York Times states that the Pope's allocution at the secret consistory was so couched as to convey impartiality in reprobating all violations by belligerents of human and divine laws. Direct reference was, however, made to the deportation of Belgians, which was denounced as a war measure unprecedented in the history of civilised nations.
