The Labour Conference carried a motion urging an amendment of the Constitution - to empower the Commonwealth Parliament to abolish Legislative Councils and State Governors. It urged Labour members of : the Senate, in view of the enormous expenditure and unsatisfactory and inconsistent reports received concerning the army, to move for the appointment of a commission to inquire into the management of the Australian Army.
