THE SOLDIERS' VOTE.
Australian and N.Z. Cable Association. (Received 1 a.m.) LONDON, Nov. 3. In the Committee stage on the Special Register Bill all amendments extending the franchise, including that to soldiers and sailors, were deleted. The Bill probably will be dropped. Mr. H. H.
