ANOTHER PEACE FEELER.
GERMAN PROFESSOR'S PLEA
WORLD AS arbitrator. A. and N.Z. Cable. NEW YORK, Nov. 1.
What is interpreted as another German peace feeler has been cabled to the New York World from Hans Delbruck, Professor of Modern History at Berlin University. He says: " Germany is ready to accept the world as a Court of Arbitration for the purpose of settling the disputes of the nations, and if Germany made such an announcement it might stop the allies' grin determination to continue the war, and would probably shorten the • conflict." He condemns Germany's failure to accept the arbitration treaties put forward by Mr. Bryan, formerly American Secretary of State. "If we gave our opponents, particularly our western foes, a more correct idea of our aspirations, there is no doubt we would be immediately much nearer peace, and should remove the impression that Germany in the past had shown a distaste for arbitration," concludes the professor.
