THE FIRST DIVISION.

APPROXIMATELY 80,000 MEN. QUOTAS ON NEW BASIS. KECEUITIXG FOR 23n0 DRAFT. [by TELEGRAPH.— association.] WELLINGTON. Friday. The Hon. J. Allen, Minister for Defence, stated to a reporter to-day that certain proposals regarding recruiting are to be submitted to Cabinet to-morrow. "The rolls for the first division are .'o far advanced now," said the Minister, "that the Department can ascertain approximately the number of men in the first division in each group, and we hope to be able to call in the twenty-third reinforcements on readjusted quotas, to be issued to-morrow. For the twenty-third reinforcements 1010 men have attested, and we are hoping to get, through the medium of section 35, 500 men in time for the twenty-thirds, and we want about another 1100. We have from now till November 11 to complete the twenty-third reinforcements. Instructions have gone out to all group officers to have a special recruiting time throughout their group, and we are calling upon all recruiting committees to do all they can to bring m voluntary recruits up to November 11, because we are not in a position to apply the compulsory clauses of the Act immediately. I do expect, however, to be in a position to apply those clauses for the twenty-fourth reinforcements if required." Figures for Each District.
