MB. HUGHES' FIRST SPEECH Australian and N.Z. Cable Association. (Received 1.30 a.m.) SYDNEYf September 19. Mr. W. M. Hughes, Federal Prime Minister, opened his referendum campaign in the Town Hall. He appealed to an enormous audience for the adoption of conscription.
