PREFERENTIAL TARIFF RATES, • ANTI-ENEMY PROPOSALS, U SOUTH AFRICAN SCHEME, ;i>i < (Received 5 p.m.) Times. LONDON. September 15, The Times correspondent at Capetown reports that the Congress of the South African Union Chambers of Commerce has unanimously recommended an amendment to the South African tariff giving a substantial rebate on Empire products and a lesser preferential tariff f or allied nations. The conference also recommends a special anti-enemy tariff rate for the period decided by the Imperial Conference, as well as differential charges on enemy shipping in South African ports.
