COMMISSION ASSEMBLES.

Lansing, entertained at a luncheon the commissioners who have been appointed by tho Unite* States and Mexico to consider the questions at issue between the two countries. In the course of a speech Mr. Lansing declared that a temporary settlement was easy, but America wanted a permanent settlement, ™<- should include consideration of < n rights of American citizens who had interests in Mexico.
