Lord Grey, Secretary of State for Foreign Affairs, who has just been raised to the peerage, in a farewell letter to his constituents of Berwick, which seat he held in the House of Commons, says: 'While there is need for all our energy and for much sacrifice in order to secure lasting and right-minded peace, things are going so favourably with the allies as to justify the fairest expectation of satisfactory final success. Every week the allies are gaining confidence and the enemy are losing it,"
