SENATE DEBATE ON BILL. EARLY PASSAGE EXPECTED. Australian and X.Z. Cable Association. (Received 7 p.m.* NEW YORK. July 14. Speaking in the Senate in the debate on the Naval Bill. Mr. Swan.-on said that only by having a navy second to Britain's could the United States maintain her trade prestige and the Monroe Doctrine. With the Republicans pledged not to obstruct the Bill, its passage is expected in ten days.
