PRISONERS STARVED. METHOD OF REVENGE. (Received June 18. 11.30 p.m.) AMSTERDAM. JUNE 17. The Telegraaf states that the Germans have ordered the whole of the population of Roulers to be indoors at two o'clock in the afternoon until eight o'clock in the morning for three weeks, because a citi-sen fed some Russian prisoners employed on agricultural work. A number of Russian prisoners in Belgium have died of starvation, the Germans' spirit of revenge depriving them of the modicum of food generally allotted.
