! EDINBURGH DEGREE. A STIMULATING RECORD. (Received April 27. 7.5 cm.) London", April 26. Edinburgh University has conferred the honorary degree of dectors of laws upon Mr. W. M. Hughes, Prjme Minister of Australia. Sir Ludovic James Grant, in presenting Mr. Hughes to the Convocation, said it would be impossible to hold before the youth of the nation a record more stimulating than that of this pupil teacher, who roso by sheer force of character to be Prime Minister of a great Dominion.

Mr.' Hughes, in returning thanks, hotly denounced German frightfulness, and concluded; "Who would daro suggest that we make peace with men whose fingers are dripping with blood? Peace now would mean national degradation and economic ruin. There can bo no peace until this hypocritical, treacherous, barbarous nation has bee© beaten to its knees.''
