In a letter to the newspapers Lord Headley suggests that legislation should be provided to enable the Prime Ministers of Canada, Australia, New Zealand and South Africa to attend all Cabinet councils. Their presence, he suggests, would have a refreshing and rejuvenating influence on the deliberations of the Cabinet.
