ARMENIAN ATROCITIES.

AMERICAN PROTEST. UNOFFICIAL WARNING. Washington, February 20. The Secretary of State, Mr. R. Lansing, has sent a cable to Constantinople protesting against the Armenian atrocities, and expressing the hope that the perpetrators will be punished. In the event of a repetition, he threatened that drastic action would be taken. Mr. Lansing explains that the protest is unofficial. America cannot officially notice a foreign Power's treatment of its own subjects.
