SOUTH AFRICAN REBELS.
PARLIAMENT'S CLEMENCY. GENERAL AMNESTY UNSAFE. Capetown, December 10. The South African Legislative has adopted an amendment moved by Mr. Merriman, proposing that clemency to rebels should be shown in individual cases, as a general amnesty was unsafe. The amendment was carried by 81 votes to 28. The minority consisted of Nationalists.
