ROPES EXPRESSED OF FULL UNDERSTANDING. (Received December 9, 7.30 p.m.) London*, December 8. The German newspaper Cologne Gazette states that "advices from bona show Turoo-Greek relations to have assumed a new degree of importance. M. Scouloudis, Premier of Greece, and the Grand Vizier, ha\e exchanged hearty telegrams and negotiations are proceeding between Cons antinop'e and Athens. Hopes have been aroused of a full political understanding.
