IMPORTANT PROPOSALS.
INCREASE OF THE ARMY.
EARL KITCHENER'S SCHEME

London, September 29.
The Daily Chronicle states that the Cabinet is considering Earl Kitchener's estimates in regard to a proposed largely-increased army for 1916, Mr. Balfour's memorandum respecting sea power, a distinguished economist's report on the Empire's economic resources, and an export's report on Great Britain's financial and trading position.
The Cabinet will shortly receive the report in connection with the national register from the committee, of which Lord Lansdowne is chairman.
