It was decided at a meeting of the Epsom Road Board held last night that a poll of ratepayers should be taken on November 10 to authorise the raising of a loan of £75,000 to be expended in carrying out the- roading scheme prepared by the board's engineer, Mr. J. Rogers. This scheme was adopted at a special meeting of the board.

The clerk, Mr. W. Hogg, referred to the engineer's report in whicU Mr. Rogers had stated that the carrying out of the scheme would result in a decrease in the rates. He was afraid that would not be so, as the rate of 1 l-8d would be necessary to pay the interest on the loan and other charges. The chairman, Mr. F. H. Wood, said that could not be helped. There was no intention to hide anything from the ratepayers. Let them know exactly what the scheme would entail.

The main work under the new scheme will be the remaking and paving with Bituco composition of Manukau Road, between Newmarket and Mount Roskill boundary, a total distance of 10,350 ft. The engineer in his report said it would be necessary to take up the water mains and ' relay them beneath the footpaths, so that there would be no need to disturb the road surface when effecting repairs to the pipes. Such a road would last for all , time and would cost £40,000, of which ' I about £8000 would represent the board's I share. As it served the Mount Roskill, I Mangere, Onehunga, Otahuhu, Ellerslie, I and the county districts lying further to the south-east, these districts should be approached with a view to their sharing the cost. The Tramways Company would also require to be consulted regarding the upkeep of the pavement alongside and between the tram rails, as was done in the ' city and in Newmarket. Of the roads in the district, Mr. Rogers considered that Gillies Avenue and The Drive should be graded and formed substantially. They would then form a main arterial route through the district, especially for fast traffic. No grade in their courses should be greater than one in 12.5. Epsom Avenue would have to be widened and land resumed in places to readjust the alignment between Owen's Road and Gillies Avenue. Almora Road and Mountain Road would also need widening, the latter between Owen's Road and Patterson Road. Pencarrow Avenue would be diverted and would pass through the reserve adjoining it. In regard to the Manukau Road, the chairman said that if the poll was carried it would be only fair and reasonable that other local bodies whose district* were served by the road, including the City Council should bear a share of putting the road in order, as it connected two ports and was a main arterial road. The Government, he considered, should also pay its share. Th© fairest method, he added, would be for a commission to be appointed to decide how the cost should be allocated.
