GERMAN FINES ON CITY.
PAYMENT REFUSED.

Amsterdam, September 26.
Owing to the Lille factories refusing to supply the Germans with sandbags the Mayor was notified that an equivalent quantity of bags manufactured in Germany would be used at the cost of the city. The sum of £15,000 sterling was deducted from the civic fund and the Treasurer was forced to pay. Also an additional £1,240,000 war taxes was demanded. Pending payment the Germans placed seals on the banks' strongrooms and individuals were held as a guarantee that the securities would not be removed.
The authorities insisted that the city would not meet such huge sums. The Germans thereupon agreed to compromise, and accept £640,000, with a penalty of £4000 daily until the amount was paid.
