Bucharest, September 26.

The Bulgarian Minister declares that the mobilisation must not be considered a step towards war. Diplomatic negotiations f will continue. The mobilisation was a surer safeguard of independence. The Minister denied the report that the Premier of Bulgaria had made threatening declarations towards Servia, Greece, and Eoumania.
