BULGARIA GIVES ASSURANCES TO ROUMANIA.
MOBILISATION NOT A STEP TOWARDS WAR.
DIPLOMATIC NEGOTIATIONS TO BE CONTINUED.

Bucharest, September 26.
The Bulgarian Minister declares that the mobilisation must not be considered a step towards war. Diplomatic negotiations f will continue. The mobilisation was a surer safeguard of independence. The Minister denied the report that the Premier of Bulgaria had made threatening declarations towards Servia, Greece, and Eoumania. He hoped that the existing friendliest relations with Roumania would continue. „ , . - : . ,- :
