VON PAPEN IN MEXICO.

MEXICAN UNREST FEARED.

{Received September 24, 8,30 p.m.) Washington, September 23. Captain von Papen, the late German Military Attache at Washington, has removed to Mexico and is now attached to the Legation there. The State Department views the transfer with concern as it may result in German manipulation stirring up unrest in Mexico. Germany, it is felt, apparently thinks that if the hands of the United States are tied with Mexico this country will be inclined to pay less attention to the question of submarine warfare..

The Government has intimated that Captain von Papen's prospects of. future usefulness have been destroyed, particularly as this is not the first time that German attaches have been charged with violating the hospitality of the United States.
