Ottawa, September 23. The Trades Union Congress meeting at Vancouver, by 103 votes to 23, negatived a proposal to record itself neutral in respect to the war. A passage appeared in the executive's report urging that under the existing conditions Labour must lend every assistance to Britain and the allies for a mighty effort to secure an early final victory. It was a proposal to delete this passage which was defeated.
