FRENCH RIVER DEFENCES.
EVERY PRECAUTION TAKEN.
Paris, September 15.
An official communique warns the maritime population not to be alarmed at the appearance of German submarines at the mouth of the Loire and in the Gironde, an estuary formed by the confluence of the Rivers Garonne and Dordogne, 13 miles north of Bordeaux. The Admiralty has taken every precaution, as in the English Channel, where the defences are so effective that German practices.which are contrary to the law of nations and the most elementary principles of humanity, are limited to infrequent and isolated acts. i
