CAPTURE OF PETROGRAD DECLARED IMPOSSIBLE.
SUPPLY OF SHELLS AND RIFLES IMPROVING. Petrograd, September 13. General Ruszky. commander of the defence in the northern legion, in an interview said the capture of Petrograd was impossible, sine© the conditions regarding Russian shells, rifles and fresh troops wag slowly but surely improving, while the intervening ground offers endless dfficulties to the German advance.
