BELIEF FUNDS.
OTAGO SUGGESTION. SYSTEM OF CO-OPERATION. [BY TELEGRAPH. —PRESS ASSOCIATION-] Dtjnedix, Monday. At a meeting of the Otago Patriotic and Welfare Association to-day the following scheme was submitted as au indication, and guide to the delegates representing the association at the conference at Wellington on Wednesday to consider the administration of relief funds:(P Local effort for raising of funds; (2) local administration of such funds with (a) cooperation with other associations to ensure equitable treatment of all claimants wheresoever domiciled, (b) co-operation for mutual financial assistance where funds are proved to be inadequate to meet local claims, with necessary safeguards against undue wastage, (c) mutual understanding as to the basis of responsibility with regard to districts; (3) mutual understanding as to rendering first aid at ports of disembarkation while in hospital or elsewhere, nnv assistance thus given to be recoverable from districts which are entitled to bear the responsibility: to this end associations might reasonably place funds in the hands of associations at ports of disembarkation. After a lengthy discussion the proposals were adopted.
