FINANCIAL COMPARISONS.

A committee of the British Association, reporting on the financial effects of the war, states that Germany's pre-war debt is a thousand millions, and it Is likely that an additional 1500 millions will accrue.
Britain will emerge in a better position than the other belligerents, but at a disadvantage compared with the United States. The latter will have the cream, Britain the milk, and other belligerents the skim-milk.
