RAINS TRANSFORM ROADS INTO QUAGMIRES. •Received August 27, 13$ a-m.) PETROGaAD, August -25. The Austro-Germans are experiencing difficulties in the Brest L.tovsk region. Thick fogs prevail and heavy rains are turning the roads into quagmires. The enemy is harassed in the advance alone narrow causeways by the Russian artillery.
