Colonel Repington, the military correspondent of the Times, commenting upon the estimate of Germany's numerical strength, says that the estimate is useful because it serves to correct extravagant statements, but the figures omit the proportion of those, who are constantly sick or the numbers detained iu Germany for military work, on the railways, etc. It is also rash to assume that only the men in the fighting line are equipped and armed.
