FRANCO-BRITISH ACTION. RECEPTION IX WASHINGTON. (Received August 16, 11 p.m ) London, August 16. Britain and France are about to make a simultaneous declaration of cotton as contraband. Officials in Washington have received the intimation in the best spirit.
