AMERICA AND GERMANY.
DIPLOMATIC BARGAINING. REPLY TO THE NOTE. BERLIN PLAYING FOR TIME. (Received July 9. 1.40 a.m.) New York, July 8. The President, Mr- Wilson, is conducting negotiations with the American Ambassador in Berlin, Mr. Gerard, and the German Foreign Office, regarding a reply to the American Note which will be acceptable to the United States. It is generally believed in Washington that the officials in Berlin are playing for time, but that they are anxious to prevent a rupture, and are seeking clues regarding the minimum terms the United States will accept.
