Washington, June 10.

The proclamation of a "war zone" by Germany is not admitted by the United States to affect the rights of American shipmasters and citizens as passengers bound on lawful errands. The Government of the United States deems it reasonable to expect the German Imperial Government to adopt • measures necessary to put these principles into practice in respect to the safeguarding of American lives and American ships. It asks for assurances that this will be done.
