" DETESTABLE " OUTRAGE.
MR. HOLMAN'S PROPOSAL.

The conference of Premiers, which is meeting here, adopted a resolution expressing detestation at the Lusitania outrage, and pledging the several Slates to do everything to assist the military authorities in increasing the number of men for the front. It was also suggested' that every effort should be made to send skilled workers to England to assist •jn accelerating the production of munitions.
Mr. Holman, who is presiding, declared that there could be no termination of the war and no settlement which did not provide for the. handing over to Britain of the officers of the German Admiralty who promulgated orders for the destruction of innocent merchantmen and their passengers. The fiend's would have to be tried by British juries on okP' of-murder on the high, seas, and if found guilty the ultimate penalty of the law should ** insisted upon.
