GERMANY'S "REPRISAL."
OFFICERS UNDER ARREST. THIRTY-NINE VICTIMS. Wellington, April 25. The High Commissioner reports from London on April 24: "Thirtynine names of officers placed under arrest by Germany as a reprisal for the British treatment of German submarine crews have been supplied to the American Ambassador. They include seven captains and 32 lieutenants.
