VALUE AS AMMUNITION. SCIENTISTS' WARNING. (Received April 7, 2 am.) London, April 6. A number of leading scientists support Sir Wm. Ramsay, who has unavailingly Appealed to the Government to declare cotton contraband. The Morning Post states that Germany received 200,000 bales during January and February. i Sir William Ramsay recently informed M. Millerand, French Minister for War, that it would be to Franco's interest to treat cotton as contraband, as it would mean ultimately forcing Germany to resort to the use of ordinary gunpowder, which is not suited for modern guns.
