KAISER IN PRUSSIA.
PRAISES NEW TROOPS. ANGRY WITH RUSSIANS. DISLIKES HIS OWN TACTICS. 'Received February 20, 1.30 a m.) Amsterdam, February 19. The Kaiser, telegraphing to the Imperial Chancellor regarding the Masurian lakes battle, said: "Under my own eyes the new levies proved the equal of the old troops. Neither cold nor snow, nor the tenacity of the enemy impeded our victory. Our losses were fortunately small. Mv joy in our glorious success is diminished by the sight of a flourishing district laid waste. Devoid of all human feeling, the enemy, in a senseless rage, during his flight burnt and destroyed almost the last house. The loss is irrecoverable."
